Special Representative of the Chinese Government on African Affairs Xu Jinghu Attends Uganda Solidarity Summit on Refugees

Commending the contributions Uganda has made to alleviating Africa’s refugee pressure, Xu Jinghu expounded on the principles and stances of China on the refugee problem, and demonstrated the constructive role China has played in addressing regional hotspot issues

On June 23, 2017, on behalf of China, Special Representative of the Chinese Government on African Affairs Xu Jinghu attended at invitation the Uganda Solidarity Summit on Refugees held in Kampala, the capital city of Uganda. Special Representative Xu Jinghu addressed the meeting. Commending the contributions Uganda has made to alleviating Africa’s refugee pressure, Xu Jinghu expounded on the principles and stances of China on the refugee problem, and demonstrated the constructive role China has played in addressing regional hotspot issues and the humanitarian aid China has provided for relevant countries and international institutions in recent years. She stressed that the key to addressing refugee problem is to adopt a multipronged approach that addresses both the symptoms and root causes underlying the problem, and expressed that China will support African countries in their efforts to safeguard stability, develop economy and improve well-being of the African people as always, as well as commit to creating favorable conditions for the proper settlement of the root cause of the African refugee problem, so as to make contributions to the international cause of protecting refugees.

During the meeting, Special Representative Xu Jinghu respectively met with Minister of Foreign Affairs Sam Kutesa of Uganda and UN Secretary General António Guterres, exchanging views on topics such as China-Uganda relations and cooperation between China and the UN.

This Solidarity Summit on Refugees was co-hosted by the Ugandan government, the UN Secretary General’s Office and the UN High Commissioner for Refugees, and co-chaired by President Yoweri Museveni of Uganda and UN Secretary General António Guterres. The summit adopted outcome document "Kampala Declaration on Translating New York Declaration Commitments into Action" and raised 353 million USD in total. More than 500 attendees were present at the summit including presidents of Gabon, Zambia and Somalia, Vice presidents of Sudan and South Sudan, Second Vice President of Burundi, Deputy Prime Minister of Belgium, Speaker of the House of Representatives of Equatorial Guinea, UN High Commissioner for Refugees Filippo Grandi and representatives from more than 40 countries, regional and international organizations including China, the US, the UK, France, Germany, the United Arab Emirates, the African Union, the World Bank, and the African Development Bank as well as those from non-governmental organizations, civil societies, and private sectors.
