Why: In Sudan, a million children benefit from WFP assistance through school feeding programmes. WFP recognizes the role of School Feeding as an important Safety Net programme to end hunger and malnutrition around the world by 2030, contributing to the UN Zero Hunger Challenge and the Sustainable Development Goal 2.

Systems Approach for Better Education Results (SABER) for School Feeding is a useful approach to assessing the school feeding policy situation and systems in order to identify the gaps and plan appropriate road maps within the government and other stakeholders for the development of a National School Feeding Policy.

SABER-School Feeding (SF) is based on five internationally agreed upon standards that form the tool’s five core policy goals. It is recognized that effective school feeding programmes have a national policy framework, stable and predictable funding, sufficient institutional capacity for implementation and coordination, sound design and implementation, and community participation.

SABER-SF is designed to provide a snapshot of the country’s policy framework at a point in time related to the five policy goals, diagnose the state of school feeding policies in Sudan and develop an action plan with concrete milestones to improve school feeding policies and systems which can inform, at a later stage, a more in-depth analysis of policies and programme implementation.

Several international partners, including WFP, are currently engaged in providing support to governments to improve the efficiency and effectiveness of areas that are intrinsically linked to school meals and school feeding. Particularly, we are all keen on sharing these expertise and experience to ensure ultimately full government ownership of school feeding. It is important for sectors to work together to ensure programmatic convergence through enhanced strategic partnerships and collaboration, with a view to better assist the government to improve the quality, coverage, effectiveness and impact of its programmes.
